The NLEX Project covers three phases:

Phase 1

Consists of four Segments with an approximate length of 92 kilometers, including the rehabilitated and expanded 84-km stretch from Balintawak, Quezon City to Mabalacat, Pampanga, and the 8.5-km Segment 7 from Hermosa,  Bataan to Subic Freeport.


Phase 2

Consists of four Segments with an approximate length of 21 kilometers, involving the construction of the greenfield northern C5 which will connect the existing C5 from C.P. Garcia Avenue in the University of the Philippines, Diliman, Quezon City to the NLEX, and extend westward to the MacArthur Highway in Valenzuela City, turning south down to C3 in Caloocan City.  On July 17, 2007, the TRB approved the integration of Segment 10 into Phase 2.


Phase 3

Consists of three Segments with an approximate length of 58 kms from San Simon, Pampanga to Dinalupihan, Bataan connecting to Segment 7 in Subic Freeport.


The 93.77-kilometer, four-lane expressway SCTEX Project is divided into two major segments:

Phase 1

Subic-Clark Segment – 50.5 kilometers (Contractor: Kajima-Obayashi-JFE Engineering-Mitsubishi Heavy Industries, Inc. Joint Venture)


Phase 2

Clark-Tarlac segment – 43.27 kilometers (Contractor: Hazama-Taisei-Nippon Steel Joint Venture)
